Does our will and God's will agree?

Oswald Chamber stated in "Our Utmost for His Highest" that our will and God's will are always in agreement. He says that the more shallow aspects of our nature such as sin and and disobedience are in conflict with this will. This is the first I have heard of this. Does this mean that all men,including the lost have theis will inside of them? Or is it just the saved that receive this at the time of salvation? Is this statement true? What do you think?
